VVA draws up guidelines for bodies that organise their own competitions for civil servants

Public Management Agency has drawn up guidelines for bodies that organise their own competitions for career civil servant posts. The recommendations are based on good practice and the implementation of centralised selection of civil servants. It is relevant for state and municipal institutions and bodies.

"We hope that the recommendations will help institutions to properly manage the process of recruitment and selection of civil servants, to select candidates who best match the culture, values and requirements of the organisation and the position for which they are competing," says Aistis Rusteika, Head of the Human Resources Management Division of the Public Management Agency.

The guidelines not only describe the selection process, but also provide tips on how to successfully search for candidates. In addition, there is a summary of case law on the organisation of competitions for civil servants, links to the guidelines already developed by the Public Management Agency and other documents to help institutions to properly implement the procedures of competitions.

As a reminder, as part of the implementation of the new Civil Service Law, institutions can either entrust the Public Management Agency with the organisation of competitions for career civil servant posts or organise them themselves. 

This year, with the launch of the new system, the Public Management Agency has already been entrusted by the institutions to organise almost 480 calls for tenders, while the institutions themselves have organised almost 350 calls for tenders, i.e. 60% by the Agency and 40% by the institutions. The average duration of a call for tenders organised by the Agency from the date of publication is 27 calendar days.
