Public administration scoreboard: discussing the results of the pilot phase
Today, 25 April, the Public Governance Agency hosted the "Evaluating Public Administrations in Lithuania Post-pilot Workshop".
With the support of experts from the Organisation for Economic Co-operation and Development (OECD), the project is developing a system of governance indicators for public and budgetary institutions, which the Public Governance Agency will present in the future in the form of a scoreboard and will ensure the preparation of data for the scoreboard, its quality and the dissemination of good practice.
The set of indicators covers the following areas: human resources, finance, e-services and evidence-based solutions.
The data contained in the Scoreboard is expected to provide the basis for discussions, networking and training on how public administrations can use the indicators as a tool to improve their performance.
According to Darius Žeruolis, Adviser to the Prime Minister on Strategic Planning, Public Administration, Reforms and Change Management, who took part in the seminar-discussion, it is expected that the launch of the system of indicators for the governance of public and budgetary institutions will help the institutions to improve their performance on the basis of the indicators that have been proven in global practices. "I believe that the outcome of this project will be an excellent tool for Lithuanian institutions to achieve their goals and mission. And also to benchmark themselves against other public management institutions. I think this is a higher level when it comes to public administration institutions," Žeruolis said at the event.
"I am delighted that this project has made significant progress. We support this initiative of the Public Governance Agency because we believe that in the future, the data contained in the Governance Indicators Framework will help public administrations across the country to work even more efficiently and effectively," said Natalia Nolanflecha from the OECD at the event.
"The Public Governance Agency has done a lot of work in establishing a relationship with partners to get the data, and has developed methodologies to count the indicators. We are already seeing tangible results and we will continue to work on the basis of what we agree during today's seminar", Rasa Tumėnė, Acting Head of the Public Governance Agency, welcomed the audience.
The event was attended by representatives of the institutions involved in the pilot project from the Government Chancellery, the Ministry of the Interior, the Ministry of Finance, the Public Management Agency, the National Judicial Administration, the Department of Informatics and Communications, the State Data Agency, the National Accreditation Bureau, the Committee for the Development of the Information Society, the Public Institution CPO LT, the State Tax Inspectorate, the State Environmental Protection Agency, the State Audit Office, and the Centre for Strategic Analysis of Government.
